Network and Systems Administrator - OMSAR/UNDP - Lebanon

The "Office of the Minister of State for Administrative Reform" (OMSAR) is supported by a working group of technical teams entrusted with developing and enhancing the government’s structure and operations to achieve the ultimate goal of modernization and reform.
The mission of OMSAR is to lead in “Bringing the Lebanese post-war public administration into the 21st century through an optimal and coherent introduction of Institutional Development (rehabilitation and reform) and Information Technology (systems and communications) measures that render streamlined, transparent and traceable processes fulfilled by productive civil servants for the benefit of both the general public and government.”

To support and serve the mission of OMSAR, the scope of the Network and Systems Administrator position revolves around achieving the following strategic objectives:

- Management and administration of all aspects of network systems including personal computers, servers, network infrastructure and systems security; including problem solving and vendor interfacing;
- Management of the office automation processes, applications and activities including implementation, configuration, coordination, maintenance, troubleshooting, security and usage monitoring; as well as, the development of specialized procedures related to the utilization of the LAN environment within the enterprise.
- Evaluation and selection of new hardware and software products and services including user training activities, as well as comprehensive network analysis and progressive support for all systems and network products and applications;
- Provision of technical support and user guidance services to all users, computer systems, servers and other network devices including installation, upgrade, maintenance and repair of all computing and networking equipment.
- Install, manage and administer the office multi-user network and other data and telecommunications facilities. This involves setting up and troubleshooting the various networking components, including hardware and software and perform periodic upgrades and maintenance tasks;
- Administer data security for end user access to the network and servers facilities as well as, troubleshooting ad-hoc hardware or software problems experienced on the network and computing facilities;
- Administer a fully redundant FC Storage Area Network – high capacity storage solution. Maintain quick access, retrieval, backup and restoration of the data storage;
- Administer a digital PABX system, perform modifications and troubleshoot problems with analog and digital telephone sets.
- Administer latest Microsoft Server and Client products such as Windows, Office Productivity Applications and email systems and ensure error free full-time connectivity to the Internet and monitor electronic communication linkages required for e-mail, Internet/Intranet through effective communications, using recommended technologies;
- Provide comprehensive protection against unwanted and malicious email and software components. Administer real-time Intrusion Detection System (IDS), spam and virus filtering solutions to prevents any disruptive attacks;
- Administer HP Open View Service Desk system that manages and supports calls related to Hardware/software deployed at various beneficiaries.
- Arrange for and perform user training and support of automation. Provide ad-hoc support to users experiencing difficulties including analyzing the source of problems to provide solutions and preventive measures to handle future occurrences.
- Provides in-house consultation and technical assistance to the help desk and users in the selection, operation and maintenance of microcomputers and applications;
- Identify, analyze and resolve user problems; understand, interpret and explain hardware and software application solutions to users.
- Interface with local and international ICT vendors to be up-to-date on new technology developments and product offerings;
- Assist in preparing ICT bids, technical terms of reference and specifications and participate in project committees (evaluation and acceptance).
- Other similar tasks as may be assigned by the UNDP Project Manager or required by OMSAR management for other projects involving similar systems and programs.

Competencies
- Knowledge of the latest developments, standards and trends in ICT, covering both hardware and software, with particular focus on Arabic-enabled offerings;
- Ability and willingness to continually work on updating, improving and optimizing the current ICT systems to streamline and optimize the business operations;
- Ability to provide solutions and recommendations on network, computer hardware and software systems and select appropriate equipment and applications to support the business operation and comply with quality, specifications, and budget requirements;
- Proficiency in using and supporting Microsoft Office applications, MS Project and other business productivity tools;
- Advanced knowledge in the operation and administration of Server Operating Systems (Windows 2008), Mail Servers (Exchange 2010), Database Administration (SQL 2000, 2005, 2008, Oracle 10g), Firewalls and Proxy servers (ISA 2006, TMG 2010), Network Operations Servers (SCCM, WSUS, SCOM and others), Antivirus software packages (Symantec, McAfee and CA), Security and Protection software packages (Web Filters, Mail Filters, Intrusion Detection and others), Asset and Help Desk Management software packages (HP OpenView), network concept, design and implementation, as well as various desktop software packages.
- Organize and prioritize work efficiently to accommodate the changing requirements;
- Ability to function efficiently to explore and develop effective and innovative ICT support mechanisms;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Organized and detail oriented; able to strategize and prioritize to accomplish tasks on time while maintaining an optimized and up-to-date operation.

Qualifications
- University Degree (Bachelor or equivalent) or Graduate Degree (Masters or equivalent) in Computer Science, Computer Engineering, MIS related disciplines or other related fields.
- Microsoft certification in Systems Engineering (MCSE) or an equivalent newer Microsoft certification is an advantage.
- Experience: At least 5 years with a University Degree or 3 years with a Graduate Degree of relevant experience in network administration under Windows 2003 or newer environments, in the design, deployment and documentation of a local area network infrastructure.
- Language Requirements: Fluent in written and spoken Arabic and English. Knowledge of French is an asset.
