Senior Software Engineer - UNDP

The UNDP Policy Advisory and Project Implementation Unit established at the Ministry of Education and Higher Education (MEHE) supports the Ministry through the Education Sector Development Secretariat (ESDS) and the Director General through the subsequent phases of preparation, implementation and monitoring of the reform plan. This unit will ensure a more efficient realization of the development plan and will ultimately accomplish the objective of delivering quality education to all 1,000,000 students in the educational system.
Under the guidance and supervision of the IT Unit Manager and the Project Manager, the Senior Software Engineer manages projects and implements system applications in tight coordination with MEHE’s units and departments.

Functions / Key Results Expected
- Follows-up on the design/development/customization/training and implementation of SIS, HR Information System, EMS, EGS, QBS, EMIS, …., and coordinates among the tasks required for the achievement of EMIS’ objectives in order to avoid task conflict and overlapping.
- Analyzes system specifications and translate system requirements to task specifications for junior programmers and developers in the team.
- Supports the implementation team, in coordination with the functional and technical users, for the final acceptance of deliverables.
- Monitors and follows-up on the implementation of various IT activities and reports progress to the IT Unit Manager.
- Provides technical analysis of proposals, reviews, terms of reference for consultants, applications or systems upon request.
- Analyzes the current programs including performance, diagnosis and troubleshooting of problem programs, and designing solutions to problematic programming.
- Develops new programs, analyzes current programs and processes, testing, documenting and making recommendations which yield a more cost effective product.
- Participates upon request in the technical committees responsible for the development and achievement of MEHE IT project objectives.
- Performs other related tasks or duties related to the job function as may be requested.

Competencies
- Demonstrated knowledge of full lifecycle project management, and application development; object oriented design and development is a plus.
- Demonstrated knowledge of client-server programming, databases, design method(s), operating systems, hardware platforms.
- Broad knowledge of the Information Technology (IT) industry.
- Demonstrated ability to work in a team of ICT professionals with a clear’ results based focus.
- Excellent interpersonal, written and oral communication skills.

Recruitment Qualifications
- University Degree (Bachelor or equivalent) or Graduate Degree (Masters or equivalent) in Computer Science, Management Information Systems, or in related field.
Experience:
- At least 6 years of relevant experience with a University Degree or 4 years with a Graduate Degree in the information systems development and implementation fields.
- Project management expertise.
- Demonstrated experience in the application of information technology for management and administration in a similar environment (public sector or large enterprises)
- Experience in the education field is a plus.
- Fluent Arabic and English. French is an asset.
